An early Edo-period daimyo. He became lord of Sakura in 1610 and began building Sakura Castle the following year.
Starting in January 1611, Toshikatsu spent about seven years completing Sakura Castle. He used the tip of a plateau for its defenses, adding water moats, dry moats and earthen ramparts, and laid out samurai houses and merchant streets on the plateau to the east as the castle town.
