Lord of the Ono domain in the late Edo period. From 1842 he pushed reforms to rescue the domain's finances and founded schools open to students regardless of rank.
He invited Ito Shinzo, head student of Ogata Koan's Tekijuku academy, to teach at a new school of Western learning that drew students from across Japan. With his retainers the Uchiyama brothers, he opened domain-run Onoya shops around the country and sent the Western-style sailing ship Ono Maru to develop Ezo (Hokkaido).
