A politician from the Saga domain who became Japan's first Minister of Justice in the Meiji government and laid the foundations of the court system. He left the government in the political crisis of 1873 and the following year led one side of the Saga Rebellion (Saga War), which was defeated.
In the Saga Rebellion he was chosen to lead one rebel faction and fought alongside Shima Yoshitake, but they were defeated. Fighting reached Saga Castle, and bullet marks from it remain on the doors of Shachinomon Gate.
