Lord of Sakura in the last decades of the shogunate. He served twice as a senior councilor (roju) and is known for leading Japan toward opening to the world.
As lord he put great weight on education, expanding the domain school Seitoku Shoin and bringing in Western learning, chiefly Dutch studies. In 1843, during his rule, the Dutch-trained doctor Sato Taizen opened Juntendo, a medical school and clinic, in Sakura.
