A daimyo who moved from Shikano Castle in Inaba to Tsuwano in 1617 with a 43,000-koku domain. The Kamei family then ruled Tsuwano for 11 generations until the Meiji Restoration.
The Kamei laid out the castle town and kept the castle in repair, but placed the domain offices and the lord's residence at the foot of the steep mountain rather than on top.
