A member of the House of Representatives from Iga, elected 11 times. He spent his own fortune to build the present keep of Iga Ueno Castle, completed in 1935.
He entered politics after working as secretary to Ozaki Yukio. He also devoted himself to preserving historic sites and studying the poet Basho, and in 1942 built the Haiseiden hall in Basho's honor within the castle grounds.
