Lord of Iwakuni in the final years of the shogunate. During the first shogunate expedition against Choshu he mediated between the two sides and averted war, and this work led to Iwakuni's recognition as an official domain in 1868.
In 1864, asked by Choshu's lord Mori Takachika to negotiate with the shogunate, Tsunemasa met Saigo Takamori and others who had secretly come to Iwakuni, arranged the terms, and then went himself to the shogunate's headquarters in Hiroshima to plead. The first expedition against Choshu ended without a battle. Tsunemasa died in 1867, but his death was not announced until 1869.
