The daimyo who moved from Tsuchiura in Hitachi province to Fukuchiyama in 1669. The Kutsuki family then ruled Fukuchiyama for 13 generations, about 200 years.
The register of villages and rice yields that the shogunate issued to him on arrival survives, and the characters "Fukuchiyama Castle" on the castle's souvenir seal were copied from it.
