Third head of the Maeda of Kaga. Adopted by his elder brother Toshinaga, he succeeded him in 1605. After the great fire of 1631 he moved the castle's center from the main enclosure to the second enclosure, largely fixing the layout of Kanazawa Castle as it is today.
When the 1631 fire destroyed the main palace and other buildings, Toshitsune enlarged the second enclosure and built a new palace there. In 1632 the Tatsumi Canal was dug to bring water from the upper Sai River into the castle, and in 1634 he began creating the Gyokusen'inmaru Garden inside the castle.
