A grandson of the eighth shogun, Tokugawa Yoshimune. He became lord of Shirakawa at 26 and later, as senior councilor to the 11th shogun Ienari, led the Kansei Reforms.
During the Great Tenmei Famine he worked to relieve his people, and Shirakawa City says not one person in the domain died of hunger. In 1801 he created Nanko Park on the principle that people of every class should enjoy it together. A survey drawing of Komine Castle made in his era guided the wooden reconstruction of its three-tiered turret in 1991.
