The last lord of Hamada, a son of Mito lord Tokugawa Nariaki and a younger half-brother of the last shogun, Tokugawa Yoshinobu. In 1866 he abandoned Hamada Castle after defeat by Choshu forces.
On July 18, 1866, with the Choshu army advancing on Hamada, his side set fire to the castle and withdrew. He later moved to Tsuruta in Mimasaka (Okayama Prefecture).
