Lord of the Matsumae domain in the late Edo period. Given special orders by the shogunate to build a castle against foreign ships, he completed the new Fukuyama (Matsumae) Castle in 1854. He later served as a senior councilor (roju) of the shogunate.
Ordered by the shogunate in 1849, he started work the next year to a design by Ichikawa Ichigaku, a military scholar from the Takasaki domain, put a senior retainer in charge, and finished in 1854 after five years. His grave, in a granite stone shrine, is in the Matsumae lords' cemetery north of the castle.
