Fifth head of the Kakizaki clan, which ruled southern Ezo. Recognized as a daimyo by Toyotomi Hideyoshi and Tokugawa Ieyasu, he changed the family name to Matsumae and became the first lord of the Matsumae domain.
In 1600 he began building a new stronghold, Fukuyama-date, on the Fukuyama terrace south of his base at Odate, finishing it six years later in 1606. Officially the domain called it a residence or camp, but it presented it as a castle to its people and to the Ainu.
