13th lord of the Choshu (Hagi) domain in the final years of the shogunate. He pushed modernization, deciding to build the Hagi reverberatory furnace and the Ebisugahana shipyard, and in 1863 moved the domain government from Hagi Castle to Yamaguchi.
Around 1854 Takachika built the Hananoe tea house at his villa, where he is said to have discussed current affairs with branch-domain lords and retainers over tea. The tea house was moved to the Hagi Castle site in the Meiji era and still stands there.
