Uesugi Kagekatsu's chief retainer, who served him from childhood. When the Uesugi moved to Yonezawa, he quickly improved the main and second enclosures, added a third, and laid out samurai and merchant quarters and water channels, creating the framework of the castle town.
To protect farms and villages from floods on the Matsukawa River, he built embankments about 10 km long, part of which survives as the Naoe stone embankment. His letter to Tokugawa Ieyasu, known as the Naoe-jo, is said to have provoked Ieyasu's campaign against Aizu.
