The daimyo who took over Kishiwada Castle in 1640. His family, the Okabe, ruled the Kishiwada domain for thirteen generations until the Meiji Restoration.
He is said to have been placed at Kishiwada to keep watch on Tokugawa Yorinobu of the Kii domain. When Yorinobu asked him about it at Edo Castle, Nobukatsu reportedly answered that he could be no more than a grain of rice stuck to the sole of Yorinobu's foot. The city presents this as a small domain standing its ground: a rice grain underfoot is small, but annoying.
