A Nara-period official and military commander. The Tagajo Stele records that he established Tagajo in 724. As inspector-general and commander of the frontier garrison in Mutsu Province, he pushed the imperial court's control of northeastern Japan.
According to the Shoku Nihongi chronicle, in 737 he led troops across the Ou Mountains to open a direct route from Tagajo to Dewa Province on the Sea of Japan side.
