Governor of Kai Province and father of Takeda Shingen. In 1519 he moved his residence to Tsutsujigasaki and built the Takeda residence, founding what became the city of Kofu.
In 1520, the year after building the residence, Nobutora built Yogai Castle on the mountain to the north as a fallback fortress. In 1521, according to tradition, his wife, who had taken refuge there from fighting, gave birth to Shingen at Sekisui-ji temple at its foot.
