A retainer of Toyotomi Hideyoshi. After Ieyasu moved to the Kanto region in 1590, he became lord of Okazaki Castle and greatly expanded the castle and town.
In 1592 he dug an outer moat 4.7 km long around the east, north and west of the castle, enclosing the town as well.
