The second shogun of the Edo (Tokugawa) shogunate. When Fukuyama Castle was built, he had a turret from the Matsunomaru section of Fushimi Castle in Kyoto moved to Fukuyama; it survives today as Fushimi Yagura.
The turret's Fushimi origin was confirmed in 1954, when repairs revealed an inscription on a second-floor beam reading "east turret of Matsunomaru."
