The tenth son of Tokugawa Ieyasu. He arrived in Wakayama in 1619 as the first lord of the Kishu domain, one of the three senior branches of the Tokugawa family.
In 1621, with funds from the shogunate, he launched a major rebuilding of Wakayama Castle, extending the second enclosure westward and creating the Sunanomaru and Minaminomaru enclosures. Okaguchi-mon, the gate that survived the 1945 air raid, dates from this rebuilding.
