Second Tsuchiya lord of the Tsuchiura domain. Starting under the fifth shogun Tsunayoshi, he served four shoguns and sat on the council of elders (roju) for more than 30 years.
Including scattered lands in the Kansai and Tohoku regions, he ruled 95,000 koku, making Tsuchiura the largest domain in Hitachi Province after Mito.

Tsuchiura's main enclosure, ringed by moats, was said to look like a turtle floating on water, and it still has the only surviving main-enclosure gate tower in the Kanto region.
