A vassal of Toyotomi Hideyoshi who was lord of Kakegawa for about ten years from 1590. He built its first keep and main gate and developed the town and flood control on the Oi River, later becoming lord of Tosa (Kochi).
It is said that Kochi Castle, which Kazutoyo later built, was modeled on Kakegawa Castle.
