Son of Hachisuka Masakatsu. He became lord of Awa in 1585 and built Tokushima Castle on Iyama (Shiroyama), the site chosen by Toyotomi Hideyoshi. He is regarded as the founder of the Tokushima domain.
When building the castle, Iemasa renamed the area, then called Inotsu, as Tokushima. The castle museum suggests he wanted to give people a fresh start under their new lord.
