Once a senior retainer of Tokugawa Ieyasu, he left Ieyasu in 1585 to serve Toyotomi Hideyoshi, and in 1590 was sent to Matsumoto, where he began building the castle and its town.
Kazumasa had shared Ieyasu's years as a hostage and was trusted to run Okazaki Castle for him. Then in 1585 he took his whole family to Osaka and joined Hideyoshi. Two years after arriving in Matsumoto he died while on campaign for the invasion of Korea, and his son Yasunaga carried on the castle work.
