水野忠央
Late Edo-period lord of Shingu and senior retainer of the Kii domain. A scholar, he published the 171-volume Tankaku Sosho, organized Western-style troops and built the Western-style ship Tankaku Maru.
He is said to have allied with the chief minister Ii Naosuke to gain influence over shogunate politics. The city notes that Yoshida Shoin described him as cunning but talented, a man the world greatly feared.
