Became the 10th lord of Saga at 17 and pushed through reforms to rescue the domain's finances, along with modernization based on Western technology. When the second enclosure burned in 1835, he decided to rebuild the main enclosure and completed the Honmaru Palace in 1838.

Story
To fight smallpox, he had his own heir, Junichiro (later Naohiro), vaccinated when the practice was still rare, and then spread it across the domain. The museum's chronology records that this took place inside the main enclosure of Saga Castle in 1849.
