Integrated Mine Clearance and Mine Victim Assistance (Phases 1-3)
Grant aid that combines clearance in areas with especially serious mine contamination with support for the people affected. It has continued since 2019.
Overview
Phase 1 (signed 2019, 1.000 billion yen) covered three northwestern provinces, and Phase 2 (signed 2021, 2.000 billion yen) covered Battambang province, providing equipment and support for residents. The Exchange of Notes for Phase 3 (grant amount 1.700 billion yen) was signed on January 12, 2026, to advance digitalization and modernization in the demining field.
Outcomes
The three phases total 4.700 billion yen, and Phase 3 is positioned as a concrete step under the Japan-Cambodia Landmine Initiative. Cambodia has set a goal of zero landmines by 2030. (Target year: 2026) [Ref 0051][Ref 0056]
